Who we are. robert wray PLLC is a boutique law firm located in Washington, DC. With our advanced technological infrastructure and our commitment to providing superior legal service and work product, we successfully represent our clients in highly structured, multi-million dollar transactions. Since our establishment in 2003, we have maintained our reputation in the legal community of providing dedicated, world-class service.
What we do. We have concentrated our practice areas to international investment, aircraft finance, microfinance, political risk insurance, and international arbitration. We deal with complex international transactions in challenging legal and political environments on a regular basis but always strive to keep things clear, organized and efficient for our clients.
What makes us different. We are a small, collegial group. Our clients know exactly who is doing their work and they have a direct line to each of us. Our main focus is on the quality of service, not billable hours.

About Our Founder
In 2003, Robert T. Wray, together with his long-time colleague, Geraldine R.S. Mataka, founded robert wray PLLC, realizing their vision of a law firm with a focused practice and a dedication to providing high-level client service in a professional and collegial environment.
Robert T. Wray’s legal career reflected the breadth of his interests and expertise in the practice of law. At the age of 33, he was appointed by President Nixon to serve as General Counsel of the U.S. Agency for International Development (USAID). During his time at USAID, Mr. Wray was responsible for the asset and personnel allocation, legal structure, formation and start-up of the U.S. Overseas Private Investment Corporation. He focused his practice on international commercial and financial law for over 30 years, holding senior positions at TRW, Inc., the Export-Import Bank of the United States and Holland & Knight LLP. In his wide-ranging aviation practice, Mr. Wray assisted clients in hundreds of commercial aircraft transactions involving a variety of complex legal and financing structures.
Mr. Wray’s membership in the Bretton Woods Committee, his public service background and his considerable expertise in the field of international finance nourished his passion for international economic development. He was particularly interested in the remarkable effectiveness of microfinance and advised microfinance institutions on a number of issues, including their transformation from non-profits into locally regulated financial and banking institutions.
Mr. Wray’s personal interests demonstrated his incomparable joie de vivre and inexorable curiosity of all matters, from the sciences and meteorology to Buddhism and opera. He was an accomplished amateur yachtsman who, at the helm of his Annapolis-based Etchells-class racing yacht, Stingwray, finished 10th in the 2008 Etchells World Championship and 2nd in the Annapolis NOOD (National Offshore One-Design) Regatta in April 2009.
